E-government is defined as an activity pursued by government agencies, to increase efficiency in governance resulting from the use and application of digital tools, with the apex of such policies, improve services to citizens; reason this exploratory analytical research, analyzes the e-government proposal offered by metropolitan councils Zulia state, with presence through public gateways, this study focused on five levels and / or basic components of e-government: the presence , urban information, degree of interaction, type of transactions offered and the possible transformation of new vehicles of communication with the governed, called e-democracy for measuring elements applied a dichotomous instrument, ascending tabbed to stage or application level of the variable. From the results e-government is a tool with little application in municipal management of Zulia, where less than half of the councils have an Internet presence with official websites, they rarely reach levels of citizen participation and transformation because the sample is limited to news and information with little impact among the governed
