Crisis or humanitarian emergency in V enezuela? As reviewed by L'Osservatore Romano

The use of the term’s crisis and humanitarian emergency conditions the seriousness of conflicts, since it determines the type of attention and treatment of the victims, especially when it includes the presence of civilians in the middle of the line of fire in a war or warlike confrontation. In the Venezuelan case, the situation does not respond to a military confrontation against civilians, so it is relevant to determine which term is the most appropriate to describe the events. The study analyzes the narrative of L'Osservatore Romano on the problems in Venezuela, in 2018, through the symptoms that describe a humanitarian situation, namely: political, food, health, and human mobility conditions, through the approach of 47 editions in which the indicated topics appear, as well as the use of photographs and the words used to describe the scenario. The results show a greater focus on the issue of migration, specifically on minors, and that the Holy See used the category of humanitarian crisis to describe the situation in the country, as did various international organizations.
