The USMCA Small and Medium-sized Enterprises (SME) Committee Counsellors Network, often referred to within the context of the USMCA SBDC/SME Counseling Network Pilot Program, is a collaborative initiative established under Chapter 25 of the United States-Mexico-Canada Agreement (USMCA). Its goal is to connect small business support infrastructure—including Small Business Development Centers (SBDCs), Women’s Business Centers, and export assistance centers—across the three nations to help SMEs leverage the agreement.
The counsellors network supports the work of the Committee on SME Issues, which is comprised of government representatives from the US, Mexico, and Canada.
Trilateral SME Dialogue: The Committee convenes an annual Dialogue to engage with stakeholders, including business owners and academic experts.
Meetings: The Dialogue has been hosted in San Antonio (2022), Mexico City (2023), Montreal (2024), and Phoenix (2025).
