Abstract
Based on the experience of Coahuila, the aim of this paper is to analyze the challenges of the implementation of transparency public policies in Mexican subnational governments. The case study was built from documentary research and content analysis of the questionnaire applied. The results evidence that the main restrictions to policies in Coahuila are related to factors such as lack of interest in the issue of public employees; resistance or delay to deliver information; delivery of incomplete or inaccurate information or formats difficult to handled; deficiency of the system used to upload information and lack of clear criteria to upload information on the transparency portal; lack of human, financial and material resources; lack of employees training; dispersion of activities and functions by managers of the units; among others.
